Civic Solutions grew out of the urban planning consulting practice established by Thomas G. Merrell, AICP after his retirement from the City of San Juan Capistrano in March 1991.

The firm is located in San Juan Capistrano and is dedicated to providing a full range of planning, redevelopment and community development services to planning agencies, including discretionary case processing, policy planning, specific plans, historic resources management.

Additionally, we migrated the data from an old Filemaker database to a new Filemaker 6 database. Civic Solutions can now track and manage everything in one system.
